New Jersey binds internet gaming to physical infrastructure and a physically present player: the wager must be accepted on equipment in an approved location in the state, tied to a licensed casino. A virtual world does not loosen either end of that.

The substance
01A wager has a physical address
Internet wagers are deemed to take place where the equipment accepting them sits, in an approved facility in Atlantic City or an approved data centre in the state. This is the sharpest available answer to "where does an in-world bet happen", and it is not the world: the legal situs is a rack.
02Tied to a land-based licensee
Internet gaming is offered under the licence of a casino, with operators running as that licensee's branded partner. There is no route in which a purely virtual venue with no land-based relationship serves New Jersey players, whatever the world it is rendered in.
03Geolocation is the perimeter
Players must be physically in the state, checked continuously rather than once at login. A world whose users arrive from everywhere is, in New Jersey terms, an unlicensed venue for everyone outside the perimeter unless it excludes them by default.
