Is a licensable game type being supplied from Malta?

Malta licenses by game type and by what the operator does, not by what the interface looks like. A virtual-world venue running licensable games needs the same B2C licence a website would, and the MGA has an explicit route for distributed-ledger technology inside it.

The substance

01Type, not skin

The Gaming Act 2018 replaced a list of licence classes with a single B2C licence covering four game types — games of chance played against the house, games of chance played against other players, fixed-odds betting, and controlled skill games. Nothing in that framework attaches to the presentation layer, which is why a world-rendered blackjack table is a Type 1 game and a metaverse sportsbook is a Type 3.

02The DLT route already exists

Malta built a sandbox framework for accepting virtual financial assets and using distributed-ledger technology inside licensed gaming before any of the current metaverse discussion, and then folded the outcome into standing policy. An operator using an in-world token is not asking Malta for something novel; it is asking for something with a published process.

03Where a Maltese licence stops

A Maltese B2C licence is not a passport into every market a virtual world reaches. A world has no borders and a licence does. Any venue with a Maltese licence and open doors is relying on geo-controls to stay inside its permissions, which makes those controls a licence condition rather than a feature.
