## The substance

### 01 Conduct and manage

Since the market opened in April 2022, private operators contract with iGaming Ontario, which conducts and manages the gaming, while the AGCO registers and regulates them. That structure is indifferent to interface: whatever renders the game, the registered operator carries the standards.

### 02 Physical presence, verified

Play is restricted to players physically located in Ontario, established by geolocation rather than by declaration. An avatar standing in a virtual room in a world with no jurisdiction is not a location; the person holding the headset is, and that is what has to be checked.

### 03 The Registrar's Standards travel with the game

The Standards cover game fairness, advertising and inducements, responsible-gambling tooling and data. Several were written assuming a screen with defined boundaries — a persistent building a player can walk past, and a crowd of other avatars visible at the tables, are advertising and social-pressure surfaces the Standards address in substance without naming.
